MORAL LAW — A CURB OR BAR

 § 91. The moral Law serves as a curb or bar to the inclinations of men in two ways: first inasmuch as it is a norm for the various functions of the human conscience,¹ and secondly as the materiale of a part of its precepts forms the basis of and enters into civil legislation.²
